Windows 10 There's a problem thats keeping us from getting your PC ready to use

There was something wrong with my computer and i factory reset everything. I boot it up and it asks me timezones, preffered language etc. I click next, and then the message on top appears. I click ok, it restarts and puts me back in the start. I am in this constant loop. I already saw a couple of forums reccomending a physical usb drive with windows installed. It did NOT work, same loop, same problem.I had the latest drivers and bios installed with windows 10, i cant access safe mode. The pc is completely unusable
