Windows 10 Theres Russian Characters in my computer browsers instead of Turkish Characters

When i search something on any browser (chrome, microsoft edge, firefox) There's some Russian characters instead of Turkish special characters. (i,ç, ş, ğ, ü, ö) I already tried changing the language settings and region setting i didn't understand why it's happening. Its only happening on Turkish websites or Google interface.
