Windows 11 Transferring an upgraded license between two virtual machines.

I have read the post Transferring the Windows 10 License from one VM to another. Unfortunately; it does not seem to work for me.I bought a retail license for Windows 8 and was able to use it to activate a new Windows 11 virtual machine while installing Parallels. Now; I'm moving off Parallels to VMware Fusion 13, due to VMware not requiring a subscription. The license was not accepted on the new virtual machine.Upon calling Windows tech support, I was told that my retail license could not be transferred, because the upgrade program was over.
