Windows 11 Trouble changing permissions of calculator

On windows 11, I am trying to rename the calculator application, in C:\Windows\System32\calc.exe, but for some reason I am getting an error saying I do not have the required permissions, even though I am a system admin. Only TrustedInstaller has permissions to change the file name. I tried to edit the permissions of my user, but it wouldn't let me and it was grayed out. I am not sure how can I can change the name of the file.
