Windows 10 "Try another verification method" its been about a moth since my Hotmail account was locked

When Minecraft went on sale, I created a Hotmail account and bought it with it, then 2 days later it says "Your account has been locked" because I somehow "violated" Microsoft's service agreement.When I try to unlock it, it asks for a phone number, but when I enter my phone number it says "That verification method isn't working right now. Please try another method." and I do have a recovery account linked to it, but it doesn't allow me to "try another verification method"Please help.
