Windows 11 trying to drain power from my computer after pressing and holding the power button for at least 20 seconds and the computer turns on after

i've just noticed that when i try to drain power from my computer and holing the power button for 20 seconds the computer turns on it said online that the computer is not expected to turn on after pressing and holding the power button but mine does and i don't know why?
