Windows 11 Trying to get refund for Microsoft store app and getting constant run around from Microsoft support staff..

I downloaded the windows taskbar tool after paying for it but it doesn't work on the current version of windows and crashes.I follow the instructions on the Microsoft website to request a refund for the app. But all I ever get back from the Microsoft team is "sounds like you need office support. Please request a call." But the links they provide to do this give me the run around. And nowhere can I talk to an actual agent.I'm not getting any help for this issue and this is extremely frustrating.
