Windows 11 Trying to reinstall windows 11 because of corrupted updater files

I've been having problems with corrupted Windows files. I restarted in safe mode then proceeded to reinstall fresh. Windows 11 downloaded and installed. During the setup process the setup wizard will restart sometimes at the start sometimes at a random point in installation. The farthest I've been able to progress is the create pin page, then my screen goes black and the process starts all over again.
