Windows 10 trying to update windows 10 1903 to 22H2 but failed with error 0x8007042B - 0x4000D

Tried updating from Windows 10 1903 build 18362.900 to 22H2 but after restarting a couple of times it stops at 95% and rollbacks to 1903.Tried using windows update & windows update helper.Ran a clean boot with all other services disabled. tired again but got the same issue.I have attached the update log belowWindowsUpdate.log
