Windows 10 Unable to access account and recovery form does not work....

I am attempting to assist with recovering my mother's Microsoft account. She has locked herself out due to repeated attempts and gets the message that "Sign-in is blockedYou've tried to sign in too many times with an incorrect account or password."Unfortunately she kept passwords on random pieces of paper and a couple years ago her laptop was wiped/reset since she wasn't using it, and that was probably the only system which had had her original login info. She uses a desktop now, under Windows 10, which of course allows offline account login. Because of this, we don't have a "previous system"
