Windows 10 Unable to access windows due to profile service error and safe mode is not working. How to resolve this issue ?

I did a clean reset of my laptop on windows 10. I am unable to sign in to windows now. It was giving an error message that profile could not be loaded. After doing reset from troubleshooting menu, PIN is no longer available. Also, I have been unable to access safe mode from the start of this issue. How to resolve this error ?
