Windows 11 Unable to add non-administrator Microsoft 365 accounts as a user account to access a PC.

My organization subscribes to Microsoft 365 cloud services. We have users *** Email address is removed for privacy *** who is a cloud Global Administrator and normaluser@mydomain who is not a cloud administrator.On WIndows 11 Pro PCs, I can add *** Email address is removed for privacy *** to be a user on the PC using netplwiz.
