Windows 11 Unable to install Update 22H2 for Windows 11 Home, Error oxC1900101-0x30018

Basic issue is, I was able to install the preview of 22h2 when it was first available but rolled back after a day due to bugs. Since then, no update method to get 22H2 has been successful. I've used windows update, WMT and even the ISO to install the update. Fails at the second reboot and rolls back the update with a bsod error.Error on rollback is Error oxC1900101-0x30018 The installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation.
