Windows 10 Unable to link iPhone 12 to Win 10 PC - can't get past window asking me to give permission to access mobile device.

I'm trying to use Phone Link on my Win 10 PC to connect with my iPhone 12, but after pairing/connecting the phone to Windows, I get the message "We need your permission to access your mobile device". I don't see where/how I can grant that permission in the iPhone. There are no pop-ups or obvious Bluetooth setting switches in the iPhone. Can someone help me with this?
