Windows 11 Unable to open setting and windows start menu

For a while I have an issue were setting crash immiedietly after trying to open it in any way and start menu is unresponsive as well as whole taskbar (shows text if I hover over icons but clicking on it does not work).When I RMB on desktop to access display settings I get pop-up with text saying that ms-setting does not have an app assosiated with it.I'd post screenshots but shift+win+s causes short freeze wihout even opening screenshot marking window.Alredy tried:An In-place Upgrade - no changesSFC and DISMNew local administrator account - stuck with black screen as windows was unable to open
