Windows 11 Unable to press any buttons on snippet tool after using the pen tool to draw two separate shapes

I open snippet tool and drag the box to grab the snippet. Draw over it once with the pen tool, and i can move over a button and still click it fine. But if i draw over it again, it freezes, and i can no longer press any buttons on the snippet tool, I can only draw more and more shapes. I am using a Huion pen tablet to do the drawing.
