Windows 10 Unable to Register kernelbase.dll, even with administrator permissions.

Hi,I'm trying to get a program working that is throwing a kernelbase.dll issue. All of my research pointed to registering the dll with the following command in an elevated command prompt: regsvr32 kernelbase.dllI continue to get the error message: The module "kernelbase.dll" was loaded by the entry-point DllRegisterServer was not found. Make sure that "kernelbase.dll" is a valid DLL or OCX file and then try again.I have also confirmed that UAC is completely off and I have ran sfc /scannow and DISM commands to restore any corrupted files, but nothing has worked yet.Any recommendations would be
