Windows 10 Unable to run a full chkdsk, also experiencing issues with shutting down PC

Volume C: (\Device\HarddiskVolume5) needs to be taken offline to perform a Full Chkdsk. Please run "CHKDSK /F" locally via the command line, or run "REPAIR-VOLUME <drive:>" locally or remotely via PowerShell.This is an error I found in my system logs in Event Viewer. I figured this was the reason I've been experiencing some issues with my PC as it sometimes doesn't full shut down. I've tried following the steps in this this post, but
