Windows 11 Unable to set a PIN in Windows Hello (Win 11 22H2)

All 3 Hello options say they are unavailable, facial, print, and PIN. I am logged into my MS account, but when you click on PIN it reports it needs a password, but no idea where. I've searched the answer and watched a couple of videos but no help. This laptop will be going into work and I'll need to get a PIN working.
