Windows 10 Unable to update my Windows 10 1803 to Windows 10 1903. Computer locks up with a blank screen stating "Personalizated Settings not responded"

I have attempted twice to update my window 10 version 1803 to version 1903. When I install the 1903 I am unable to load Windows 10 to load I get stuck on a black screen and box in the upper right corner stating "Personalized Settings not responded" I tried to bring up task manager (by pushing control alt delete) but task manger never comes up. I am able to select "Reboot, log off, or switch user. (Only one user is listed which me). I can log off which does brings me to the sign in screen but when I click on user name, I get the same black screen with the same error. I attempted to reboot my computer with no success. I attempted to go into safe mode and get errors every time I click on something. The only option I can do is restore the previous features to go back to 1803. I have tried up remove the secondary hard drive (which in the past allowed me to update) unplug all peripherals except for mouse and keyboard with no luck. I have read other fixes where they state to bring up task manager but I cannot bring up task manager.

My computer specs are (7 yr old computer that I built and upgraded from window 7 64bit to windows 10 when windows 10 first released)
