Windows 11 Unable to update to KB5016629

I am unable to KB5016629 (and the last 3 cumulative updates, for that matter). Every time it fails with the horrifically undescriptive 0x80073701 error. Even when I try and be smart about it, and examnine the CBS.log for ERROR_SXS_ASSEMBLY_MISSING notices, I get hopelessly convoluted messages like: 2022-08-28 23:46:37, Error CSI 0000000a (F) HRESULT_FROM_WIN32(ERROR_SXS_ASSEMBLY_MISSING) #606791# from Windows::ServicingAPI::CCSITransaction::ICSITransaction_PinDeployment(Flags = 0, a = Microsoft-Windows-Editions-Professional-Deployment-LanguagePack, version 10.0.22000.675,
