Windows 11 Unapproved charges from......MEXICO????

I got charged $47.69 USD on my Credit Card that I DID NOT approve like so many others. What is the process for a refund and how to get proper notification?If Microsoft could provide at least, a CHAT service to their customers instead of the standard "Watch the video" reply, that would also be great!
