Windows 10 Uncontrollable Scrolling in Windows 10

I am running Windows 10 on my Dell XPS 15 laptop. Ever since last night, I have had an uncontrollable scrolling problem. This occurs both with my mouse and the directional arrows on my keyboard as well as using the touchscreen. For example, when I want to go to the far left of all of my browser tabs, it keeps the cursor to the right. Today, it's doing the reverse. In most if not all windows, if I want to scroll down, the cursor keeps wanting to go up. I know the issue is also affecting my keyboard, too, because when I tried playing a video in PotPlayer 64-bit, I used the right arrow to go forw
