Windows 10 Unexpected installer error 2502 and 2503 when try to install from MSI package

I recently fresh installed Windows 10 21H1 (Build 19043.928) 64 bit. I detected a known issue “unexpected installer error 2502 and 2503” . This error only showing when I try to install MSI package of some software such as 7-zip, Firefox, PowerShell Core (Github), but when I install EXE package of same application, then no installer error showing, that means Windows prevents copying of temporary files in Windows “Temp” folder when try to install from MSI package only(may be security reason). I already know solution, modify permission of "Temp" folder (C:\Windows\Temp), 1st add new permission an
