Windows 11 Uninstalling KB5028948, and restarting, does not result to the update being uninstalled. How do I revert to previous Windows behavior?

I attempted to uninstall KB5028948 which altered the behavior of the taskbar in a way that I did not like. After restarting my computer, the unwanted changes to taskbar did not revert. The update remained in the list of recently installed updates. I would like to restore Windows to the state prior to this update. How can I achieve this?
