Windows 10 Update Percentage Stuck at 77%

I recently bought a refurbished 2022 Hp Envy. I am trying to update to windows 11 but the percentage has been stuck at 77%. I've already tried everything from troubleshooting, resetting everything, restarting etc. Each time I restart my computer, the percentage lowers, goes up and goes back to 0%. My other Hp has windows 11 and i love it so I'm trying to update my new one as well. Can someone assist me with this please.
