Windows 11 Update stuck on 96%

Update stuck on 96%. It doesn't move even after waiting a while. I've restarted and power cycles the PC several times. I can't get into windows to run any troubleshooters as it always goes back to the update screen. Is there anything I can do here. I have no way to create recovery media. It was working fine until I did windows update.Thank you
