Windows 10 Update to Windows Insider Preview 20236 failing with error 0xC1900101-0x40017

I've tried to update several times my windows installation to Insiders Preview 20236.


However, installation rolls back after first reboot, with the following error code (from SetupDiag)


Error: SetupDiag reports rollback failure found.

Last Phase = Post First Boot

Last Operation = Ensure suspended services are stopped

Error = 0xC1900101-0x40017

LogEntry:


I've uninstalled all unsigned/third party drivers with pnputil and disabled all non-microsoft services (clean boot), but setup keeps failing with the same error.
