the 2024-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5042099) update says pending restart and I restart pc and it still says the same thing like its not installing. I've tried multiple times and it still says it is pending restart.
