Windows 11 Upgrade of Windows 11 from 22H2 to 23H2 fails

I have Windows 11 installed on older hardware, using Rufus to bypass the hardware requirements (older CPUs and TPM). So I download the new iso and ran setup.exe from a USB key. It downloads some updates and seem to proceed ok but then you get a message saying Windows 11 installation failed. No more details.
