Windows 10 Uploading is broken on all browsers - other apps work fine

Hello. As of recent, my PC lost the ability to upload files... To browsers specifically. This doesn't affect any other devices, or any other apps that allow file upload (Discord, Mega). This only ever happens in the browser. This is unrelated to the hard drive I select files from. Restarting PC, and even hard reset of my router did not fix this issue.It's as if the browsers are specifically being throttled. Speed tests on the computer only show 0,5mbs upload, but it's supposed to be 30. It IS 30, clearly, as large files only take seconds to upload in other apps, but it's as if ALL of my browse
