Initially when I plug a usb mouse device into my laptop it works perfectly fine. If I unplug it then reconnect it, it still works. When I unplug it and replug in a third time it no longer works. This happens to all usb mouse devices in all usb ports on the laptop. In this state, the mouse shows up in device manager as working but provides no input to the computer until a restart. This also happens in safe mode. I have tried reinstalling all drivers under "mice and other pointing device" and "universal serial bus controllers" in device manager to no avail. This seems to be an issue with generic mouse input as I have a drawing tablet that has a mouse mode. Once I plug it in three times the mouse mode stops working but I can still use it with the pen, even though the mouse mode has its own driver.
