Windows 11 USB tethering connects to ethernet, says "connected", but there is no internet.

it worked for about a minute initially, but then stopped working. it shows ethernet connection, and the troubleshooter says that im connected to the internet, but there is no actual internet connection. I've tried creating an .inf with the USB tethering template, to no avail, I've tried uninstalling and reinstalling the remote ndis compatible device, I don't know what else to do
