Windows 10 Usb tethering stop working after i download or update something more than 50 mb

Okay, first, this is only happen after an update of Windows 10 in September or October something in 2020, i regularly played a game using Steam app and of course updating the game regularly through there and when it downloading or updating something more than 50~100 mb, the usb tethering will cut by itself and i cant connect it through my phone anymore which is the option are grey out, if you guys are wondering if it is my internet connection or my phone problem then i believe it was not because i still can connect using hotspot/wifi, and this is still happen when I'm using my parents phone and different usb cable, now my only solution is to reboot/restart my laptop so i can using usb tethering again.And during restart/reboot the blue screen will come out saying that i have a problem in power something but it will continue to restart as usual. When i want to update or downloading something i need to it by using my wifi and then proceed using usb tethering after it was done even though it was much slower compared to using usb tethering, I'm really frustrated because i know many people are having problem with their devices after Windows update on last year.
