Windows 11 USBs showing up as two partitions, can't merge

Hi all, I've tried multiple USBs in my pc, I even went out and bought a new one but all of them show up as 2 separate drives with the same letter partition (G).I need to merge them for a course I'm doing in IT (I need to encrypt a usb), I can't encrypt the usb with them being separate partitions, I've tried and it just corrupts.Now, I've looked it up, I've tried everything. When I try open up commad prompt (diskpart) or disk management, they're obviously split but one of the halves is unallocated and has 0 space, so I can't even select it to do ANYTHING.
