Windows 11 UWF in Windows 11 Pro

I am trying to install Unifed Write Filter on a Windows 11 Pro machine that will be used in a shared environment as a kiosk, I have enabled the feature in the add or remove windows features, see attached screen shot. When I execute any of the commands (uwfmgr.exe filter enable, uwfmgr.exe get-config, etc.) in an elevated command prompt window it simply returns to the prompt without doing anything as far as I can tell.
