Windows 10 Version of Windows 10 is out of date and no longer receiving updates after restore point

Hey all, hope everyone is doing alright. I have an HP Envy 17 (old but great computer) and I ran into some issues recently (caused by a virus that "mysteriously" came in after uninstalling Norton AV). I tried restoring to previous times but nothing fixed the issue, so I had to reset the device losing everything. The reset reinstalled windows to the last known working version... so when it finished the first thing I did was check for updates and install them. Once they finished, it said the computer needed to restart, so I did. 45 minutes of waiting and the updates were at 88%. Suddenly it said
