Windows 10 Very slow performance - no programs running - System Interrupts using high CPU

I am running a Huawei Matebook X Pro, Windows 10.The comptuer has started to run slow, for now apparent reason. It is particularly bad when Teams is running. I have disabled GPU in Teams. While nothing is running System Interrupts often uses 17% CPU.It struggles a lot to run Teams at all. Teams has been reinstalled, and deletion of all caches advised elsewhere has been tried.I have installed DPC Latency Checker which shows it's consistenly running at high latency, even with nothing running.Dropbox, Onedrive etc are all closed.
