Windows 11 Video and audio out of sync with second monitor

Hi and hello, I have recently been having a problem with my video and audio whenever I have my second monitor(TV) plugged in(doesn't need to be turned on) via a HDMI cable. Sy browser based video and audio is out of sync, whether that is YouTube, Netflix etcetera, it all has the same problem. It will become out of sync. Sometimes it immediately become un-synced and somtimes it plays for a while like normal and then the problem occurs. And the even stranger thing is when second monitor isn't plugged in it has no problem at all! I have tried many fixes to this problem (look at the list below) bu
