Windows 11 Videos loading after a delay on Windows 11

Can anyone help me solve this issue on Widows11. Whenever I try to play any sort of video on my pc, it always starts after a 30-40 second delay. It happens to both the online and offline videos (videos saved on my pc). On YouTube, it shows ‘Restart your device’. I’ve tried all sorts of web browsers such as Chrome, Firefox, Edge but the problem occurs in every single one. I’ve tried plying the offline videos on VLC, films and Tv app, Media player app but they always loads after 30-40 seconds.
