Windows 10 Visual Studio 2022 v 17.4.4 Does not remember startup settings

Hello, When trying to change my startup setting to "Start window" or "Empty environment", the updated setting is not persisted and defaults back to "Empty environment" every time. Is this a bug in VS 2022 v 17.4.4? Thanks, Heather
