Windows 11 VM import boots to blinking cursor only in Windows 11, ok in Windows 10 & Server 2022

Phone system vendor has a prebuilt VM to import into Hyper-V, RedHat OS but not sure of details as it's hidden. I can import it and see a 'press key to get to boot options' but once that's past, it simply shows a blinking cursor. I've tried it on two different Windows 11 (Enterprise and Pro) and same result. Both are running Hyper-V Manager 10.0.22621.4249. I tried importing it on a Windows 10 system running 10.0.19041.1 and it works fine, also in Server 2022 running 10.0.20348.1 no problem.What can I do to resolve this?
