Windows 11 Volume too high in Facebook, NOT the app. How do I fix it?

When I watch a video on Facebook, this is in WINDOWS 11, on Facebook's webpage, not using a phone app or an "app" link on the desktop, and regulate the volume down to acceptable volume, by next time the same video repeats, Facebook has set the volume to max, while the slider remains at the point I set it. NOT in the system settings for volume, not per app, this is Chrome. I have set the volume to 50% on Chrome, which loads Facebook, yet Facebook sets max volume EVERY TIME, while the slider says it's set lower, i.e. roughly 50%.
