Windows 11 Wake on Lan over the internet is not working.

The local Wake on Lan works well on Windows 11, but the Wake on Lan over the internet is not working. In both cases, I can see the WoLan magic packets in Wireshark being received properly on Windows 11. I have the latest version of the Realtek NIC driver and Microsoft Windows [version 10.0.22631.3880].
