Windows 10 Was resetting Windows and stuck at installation at 64% loop and can't boot using usb to fresh install

Hello, i need help here, I was having problems openning windows settings and decide to reset my laptop/windows through (advanced boot?) Where you go to sign in page hold shift+restart, i choose reset keep files without cloud downloads. It's all went well until it got stuck to 64% than i went away to have a lunch when i comes back my laptop is turned off, i turned it on and see the installation process keep on going but stuck at 64% for 3 hours before it finally goes to 80%>90% than it restarted itself just to go back to 64%, this happens 3 times with the same time intervals about 3 hours±A
