Windows 10 Website being blocked and its App (Discord)

I have tried many solutions such as clearing DNS cache, Winsock reset, disabling both antivirus and firewall, tried using a VPN, switching DNS server to Google's DNS server, disabled proxy, and the problem still keeps coming. I can't access Discord | Your Place to Talk and Hang Out and it's app doesn't load up I believe something is blocking it but I don't know. My other devices and others in my household can access discord fine so I know it's not the Internet. But for some odd reason I can access it fine using an android emulator only problem is it's not the same and is kind of annoying. So something is blocking discord on my PC but I have no idea as I have been trying to a month.
