Windows 10 WFP : redirect DNS packets to localprocess

I am trying to redirect the DNS packets (port 53) to local proxy using FWPM_LAYER_ALE_CONNECT_REDIRECT_V4.I am able to redirect the packets when nslookup is used.But when I use getaddrinfo using "TCP" , proxy process does not receive the redirected packets.Need help to understand why packets are not redirecting for some applications.
