Windows 11 What are the VC_RED, EULA and DLL files? Are they safe or are they a sign of virus?

Hi! I am on windows 11 and I am cleaning up my screenshots when I suddenly see this. What should I do here? Should I uninstall it?I am using WIN11.EDITI did some research and found out it is connected with VC++ 2008, and it said it is safe to delete, I won't delete it yet since I want confirmation from the people here that it is indeed safe to delete. I am having worries to delete it since I am in WIN11 and it might have effects. Below are the screenshots of where I got my Information.
