Windows 11 What can cause poor (relatively) graphics performance in a computer?

I have a laptop with a RTX 4090 gpu and have had low graphics performance in some games. Avatar I’ve had ~50fps sometimes dropping to 20 during cutscenes (on max settings, 2560x1600p) and have seen someone with the exact same laptop but a 4080 say they got 90fps on the same settings. Red Dead Redemption I get 50-60fps on max settings and I’ve seen in youtube review for this same laptop people getting 80-100Black Myth Wukong I got 48fps while I saw someone get 68fps with the exact same settings, both in game and on Ghelper which is the performance manager for the laptop.
