Windows 11 What is the criteria for Use cellular whenever Wi-Fi is poor in windows?

What are the "Use cellular whenever Wi-Fi is poor" criteria in Windows? The previous configuration in 22H2 allows the user to select Always use Cellular or Never use Cellular. I've tried to turn on or turn off the "Use cellular whenever Wi-Fi is poor" and then move far away from the Wi-Fi router but finally got the same result(use cellular).
